Generates the package2AncestorIds scratch org property
Parameters
- scratchOrgInfo: ScratchOrgInfoPayload
  the scratchOrgInfo passed in by the user
- projectJson: SfProjectJson
  sfProjectJson
- hubOrg: Org
  the hub org, in case we need to do queries
